DOS Now Requiring Nonimmigrant Visa Applicants to Apply in Country of Residence

On Saturday, Sept. 6, 2025, the U.S. Department of State (DOS) updated its instructions for all nonimmigrant visa applicants scheduling visa interview appointments.

Effective immediately, applicants are now required to schedule their visa interview appointment in their country of nationality or residence. Previously, while not encouraged, applicants could apply/renew their visa at a U.S. Embassy or Consulate in which they did not reside or hold citizenship. This type of applicant was referred to as a third-country national or TCN.

Please note that this change does not impact individuals applying for a change or extension of status within the U.S. via application to U.S. Citizenship and Immigration Services (USCIS).

Please read the full DOS announcement for more details, including a list of U.S. Embassies and Consulates designated for applicants from countries where the U.S. government does not conduct routine nonimmigrant visa operations.

Members of the UIC international community who have questions about this change or may be affected should connect with their OIS advisor or email ois@uic.edu. We look forward to working with you.
